Strengthening the monitoring and evaluation system: rural support programme, Togo

Design and deployment of a structured MEL system for a donor-funded rural development programme in Togo.

The programme aimed to improve living conditions for rural populations across several regions in Togo through integrated interventions in agriculture, water and local governance. The management team relied on fragmented tools and an operational results framework that was difficult to use in practice.

Challenges identified

  • No validated logical framework or clear theory of change
  • Manual, non-harmonised data collection across intervention zones
  • Reporting challenges due to poorly defined indicators
  • Low adoption of monitoring tools among field teams

What we did

Lidao Innovations accompanied the programme team over several months to:

  • Review and consolidate the logical framework and theory of change
  • Define a performance measurement plan with SMART indicators
  • Set up a digital data collection system adapted to field conditions
  • Train monitoring agents on tool use and data quality assurance
  • Build simple dashboards for quick progress tracking
  • Support the drafting of the first donor performance report

Results achieved

A functional MEL system adopted across all field teams. Improved data quality and consistency. First donor report submitted on time with verifiable indicators
